China Allays Banking System Liquidity Fears

The chief banking regulator of China said on Saturday that the liquidity of the banking system of the country is 'sufficient'. He further pledged to manage the risks arising from, local government debt, shadow banking and real estate issues.

Even with the current cash squeeze the had resulted in interest rates in the money market soar in the past few weeks, banks in China have more than sufficient reserves to meet all its settlement needs. This was confirmed by Shang Fulin, the chairman of the Chinese Banking Regulatory Commission during a financial forum last Saturday.

Shang said during a speech at the Lujiazul Forum held in Shanghai, "Over the last few days, due to multiple factors, the problem of tight liquidity has appeared in the market. But overall, liquidity in our banking system really isn't scarce."

Shang explained that the total excess reserves of the Chinese banking system was at RMB1.5 trillion, which he acknowledged as more than double the amount necessary for normal payment and settlement requirements of the whole system.

As for the risks involved with bank exposure to local government debt and the real estate market, Shang said these were manageable, He added, "Currently everyone is fully aware of the risks. As long as we take proper risk control measures, these risks are controllable."

Gay marriage opponents ask court to intervene

SAN FRANCISCO (AP) ? Less than 24 hours after California started issuing marriage licenses to same sex couples, lawyers for the sponsors of the state's gay marriage ban filed an emergency motion Saturday asking the U.S. Supreme Court to stop the weddings being performed in San Francisco.

Attorneys with the Arizona-based Alliance Defending Freedom claim in the petition that the 9th U.S. Circuit Court of Appeals acted prematurely and unfairly on Friday when it allowed gay marriage to resume by lifting a hold that had been placed on same sex unions.

"The Ninth Circuit's June 28, 2013 Order purporting to dissolve the stay...is the latest in a long line of judicial irregularities that have unfairly thwarted Petitioners' defense of California's marriage amendment," the paperwork states. "Failing to correct the appellate court's actions threatens to undermine the public's confidence in its legal system."

The motion was filed as dozens of couples in jeans, shorts, white dresses and the occasional military uniform filled San Francisco City Hall on Saturday to obtain marriage licenses. On Friday, 81 same sex couples received marriage licenses.

Although a few clerk's offices around the state stayed open late on Friday, San Francisco, which is holding its annual gay pride celebration this weekend, was the only jurisdiction to hold weekend hours so that same sex couples could take advantage of their newly restored right, Clerk Karen Hong said.

A sign posted on the door of the office where a long line of couples waited to fill out applications listed the price for a license, a ceremony or both above the words "Equality=Priceless."

"We really wanted to make this happen," Hong said, adding that her whole staff and a group of volunteers came into work without having to be asked. "It's spontaneous, which is great in its own way."

The timing couldn't have been better for California National Guard Capt. Michael Potoczniak, 38, and his partner of 10 years, Todd Saunders, 47, of El Cerrito.

Potoczniak, who joined the Guard after the military's ban on openly gay service was repealed almost two years ago, was scheduled to fly out Sunday night for a month of basic training in Texas.

"I woke up this morning, shook him awake and said, 'Let's go,'" said Potoczniak, who chose to get married in his Army uniform. "It's something that people need to see because everyone is so used to uniforms at military weddings."

The U.S. Supreme Court ruled on Wednesday that Proposition 8's backers lacked standing to defend the 2008 law because California's governor and attorney general have declined to defend the ban.

Then on Friday, the 9th Circuit appeared to have removed the last obstacle to making same sex matrimony legal again in California when it removed its hold on a lower court's 2010 order directing state officials to stop enforcing the ban.

Within hours, same sex couples were seeking marriage licenses. The two couples who sued to overturn Proposition 8 were wed in San Francisco and Los Angeles Friday.

Alliance Defending Freedom Senior Counsel Austin Nimocks said on Saturday that the Supreme Court's consideration of the case isn't done because his clients still have 22 days to ask the justices to reconsider the 5-4 decision announced Wednesday.

Under Supreme Court rules, the losing side in a legal dispute has 25 days to request a rehearing. While such requests are almost never granted, the high court said that it wouldn't finalize its judgment in the case at least until after that waiting period elapsed.

The San Francisco-based appeals court had said when it imposed the stay that it would remain in place until the Supreme Court issued its final disposition, according to Nimocks.

"Everyone on all sides of the marriage debate should agree that the legal process must be followed," he said. "On Friday, the 9th Circuit acted contrary to its own order without explanation."

Many legal experts who had anticipated such a last-ditch effort by gay marriage opponents said it was unlikely to succeed because the 9th Circuit has independent authority over its own orders ? in this case, its 2010 stay.

While the ban's backers can still ask the Supreme Court for a rehearing, the 25-day waiting period is not binding on lower federal courts, Vikram Amar, a constitutional law professor with the University of California, Davis law school, said.

"As a matter of practice, most lower federal courts wait to act," Amar said. "But there is nothing that limits them from acting sooner. It was within the 9th Circuit's power to do what it did."

Also waiting to wed Saturday were Scott Kehoe, 34, and his fiance, Aurelien Bricker, 24. After finding out on Facebook that the city was issuing same sex marriage licenses Friday, the San Francisco couple rushed out to Tiffany's to buy wedding rings.

"We were afraid of further legal challenges in the state," Kehoe said.

The city, home to both a federal trial court that struck down Proposition 8 as unconstitutional and the 9th Circuit, has been the epicenter of the state's gay marriage movement since then-Mayor Gavin Newsom ordered his administration in February 2004 to issue licenses to gay couples in defiance of state law.

A little more than four years later, the California Supreme Court, which is also based in San Francisco, struck down the state's one-man, one-woman marriage laws.

City Hall was the scene of many more marriages in the 4 1/2 months before a coalition of religious conservative groups successfully campaigned for the November 2008 passage of Proposition 8, which amended the state constitution to outlaw same sex marriages.

Standing amid the beaming couples on Saturday, John Lewis and Stuart Gaffney of the advocacy group Marriage Equality USA looked like proud fathers. The men have been together 26 years, got married in February 2004, had their union invalidated six months later and then became one of the 18,000 couples estimated to have tied the knot in California before Proposition 8 was enacted.

"I don't think getting a license means as much to anyone who hasn't worked so long for it and fought so hard for it," Gaffney said. "It's been a very long engagement."

Honda orders recall because of fire risk -- for 2nd time

The 2007-2008 Honda Fit's master power window switch can short and even catch fire if it gets wet.

Honda has become the latest automaker to order a recall due to the risk of potential vehicle fires ? a problem linked to a defective power window switch that has led to major recalls at several competitors including Toyota and General Motors. Embarrassingly, it is the second time Honda has had to repair the affected vehicles for the same problem.

In fact, with the recall covering just 143,083 Honda Fit subcompacts sold in the U.S., the latest safety action is relatively modest when compared to the 2.5 million vehicles Toyota had to recall in the States for the problem last October.

The latest action involves 2007 and 2008 model-year Honda subcompacts and is linked to a defective power window module that is vulnerable to rain or spilled liquids that might over time get in through the driver?s window.

?Over time,? the maker explains in a release, ?exposure to water and other fluids can cause electrical resistance in the switch, which ultimately can cause the switch to overheat and melt, damaging the switch and potentially damaging an associated wire harness. Additionally, if a switch melts, it could produce smoke and, potentially cause a fire.?

That is precisely the problem Honda described in January 2010 when it conducted a recall of the same Fit models for the same problem, using a fix it now says, ?has since been determined by Honda not to be sufficiently robust to ensure that all switches would be completely sealed against all possible moisture intrusion.?

If that is not problematic enough, Honda apparently may have to subject some owners to an additional, two-step repair process. It is asking owners of the affected vehicles to bring the little hatchbacks in for inspection as soon as possible. If it appears the defective switches show obvious damage they will be replaced immediately. If not, the maker says it will send the vehicles home, and will contact them later in the year to come back for a replacement ?when sufficient supplies of the updated switch are available.?

It is becoming increasingly common for manufacturers to announce large recalls because underlying components are frequently shared among a wide range of vehicles. And many suppliers sell the same, or nearly identical, components to more than one manufacturer.

As a result, Toyota was forced to recall 7.4 million cars, trucks and crossovers last autumn to deal with the same power window switch issue, including 2.5 million sold in the States. It was the Japanese giant?s largest recall ever.

General Motors has also had to order major recalls covering a wide range of products due to the switch problem, including one recall announced earlier this month involving 250,000 Chevrolet Trailblazers and GMC Envoy SUVs.A defective airbag system produced by a single supplier, Takata, similarly led to a major recall by a wide range of Asian and Western makers earlier this year.

But the Honda recall is a problem for the maker at a variety of levels. It not only is ordering a re-do of previous work but could subject some owners to multiple additional visits to the repair shop.

Compounding the situation, Honda has suffered a growing number of safety-related recalls in recent years, coming in as first or second in terms of the number of individual vehicles involved for each of the last four years.

And this year it seems on track to lead the list again, having recalled several million vehicles sold in the U.S. for problems including brake and airbag defects, as well as transmissions that can shift out of Park resulting in runaway vehicles.

Nonetheless, the maker still landed in the Top 10 according to the latest J.D. Power Initial Quality Survey, a measure of problems experienced by owners during the first 90 days after purchase. But the maker lagged behind Toyota and, among mainstream brands, both Chevrolet and GMC ? their parent General Motors topping the IQS list among individual manufacturers for the first time.

Forfeiture motion names ex-Rep. Jackson's homes

CHICAGO (AP) ? Government prosecutors Friday filed a forfeiture motion naming the homes of former U.S. Rep. Jesse Jackson Jr. and his wife, Sandi, in a move legal observers said could result in them losing one or both homes.

The motion filed in federal court in Washington, D.C., comes just days before Jackson and his wife are scheduled to be sentenced on charges related to Jackson's misuse of $750,000 in campaign funds.

Later Friday, the U.S. Attorney's Office in Washington issued a statement insisting it was not seeking "to take over" or seize the Jacksons' two homes ? one in the nation's capital and the other in Chicago.

"The motion filed by the government today seeks to forfeit the defendant's interest in the two properties in the event that they are sold," it said. "This is a standard filing in cases in which a defendant has a significant money judgment and equity in property that could be used to satisfy the money judgment."

A message seeking comment from Jackson's attorney, Reid Weingarten, was not returned.

But legal observers who read through Friday's motion said that, for all practical purposes, the Jacksons' homes are now in jeopardy.

"The government statement is soft-pedaling a bitter reality," said Joe Lopez, a defense attorney in Chicago who practices in both state and federal court. "This filing is a big deal ? to the Jacksons."

The Washington home, a Victorian-style townhouse, is valued at more than $2 million. The Chicago home is on the southeast side of the city hugging Lake Michigan

If a judge approves the forfeiture motion, the government could act quickly to force the sale of the homes, said Lopez, who has no connection to the Jackson cases.

"The government will be in the driver's seat about when the houses are sold," he said. "And they are not going to let the Jacksons live in the homes for 20 years."

Earlier this year, Jackson, the son of civil rights leader Jesse Jackson Sr., pleaded guilty to charges he spent $750,000 in campaign funds on personal items, from a gold-plated Rolex watch to mounted elk heads.

Jackson's plea agreement requires he pay the $750,000 back and indicates he will be subject to a host of other financial penalties. But prosecutors said in their Friday motion that they have recovered only half of 24 items Jackson bought with the campaign funds that he agreed to hand over ? with the 12 items worth about $21,000 combined. That leaves the government far short of the $750,000 Jackson agreed to pay, triggering the latest forfeiture motion, the filing says.

At Wednesday's sentencing, prosecutors will seek a four-year prison term for Jackson, 48, who pleaded guilty to conspiracy to commit wire fraud, mail fraud and false statements. Jackson's wife, a 49-year-old former Chicago alderman, pleaded guilty to filing false joint tax returns; prosecutors want a year-and-a-half prison term for her.

The Jacksons have two school-aged children, and one issue the sentencing judge will have to decide is whether to stagger their sentences so both mother and father aren't imprisoned at the same time.

Boston bombing suspect accused in four deaths, could face execution

BOSTON (Reuters) - Accused Boston Marathon bomber Dzhokhar Tsarnaev was indicted by a federal grand jury on Thursday on charges of killing four people in the largest mass-casualty attack on U.S. soil since September 11, 2001.

The 30-count indictment filed in Boston federal court charges the 19-year-old ethnic Chechen with setting off two homemade pressure-cooker bombs in a crowd of thousands at the race's finish line and with committing a carjacking and engaging in a gunbattle with police before his April 19 arrest.

Tsarnaev could be executed if convicted. His public defender, Miriam Conrad, declined to comment on the charges, which include use of a weapon of mass destruction, bombing a public place and carjacking during four days that traumatized the Boston area.

"Today's charges reflect the serious and violent nature of the event ... the defendant's alleged conduct forever changed lives," said Carmen Ortiz, the U.S. Attorney in Massachusetts. She said she had met with several of the people who were wounded in the attack and relatives of those who were killed.

"We will do all that we can to pursue justice, not only on their behalf but on behalf of all of us," Ortiz said.

The April 15 bombing was followed by the shooting of a campus police officer in Cambridge, a carjacking and a late-night gunbattle with police in the nearby suburb of Watertown. Dzhokhar's 26-year-old brother Tamerlan died in the gunbattle, which led to a daylong lockdown of most of the Boston area.

That evening, Dzhokhar was found hiding in a boat in a resident's backyard and arrested after police fired a hail of bullets.

The brothers started preparing for the attack more than two months earlier, when Tamerlan traveled to a New Hampshire fireworks store to buy 48 mortar shells containing about eight pounds (3.6 kg) of explosive powder, according to the charges.

Three people died in the bomb attacks: 29-year-old restaurant manager Krystle Campbell, 23-year-old graduate student Lingzi Lu and 8-year-old Martin Richard. Days later, the pair killed a campus policeman in their attempt to escape arrest, the charges said.

The younger Tsarnaev was not present at the indictment, and Ortiz declined to comment on his condition or where he was being held. He was badly injured in the April 19 gun battle and had been held in a prison hospital west of Boston. He is scheduled to be arraigned on July 10.

EXECUTION LOOMS?

Ortiz said U.S. Attorney General Eric Holder would make the final decision on whether to seek the death penalty. Legal experts said that while the large scale of the attack could motivate the government to seek the death penalty, his defense could argue that he did not fully understand his actions.

"There will be claims about his youth, about his role, the theory that it was his brother that was pulling all the strings and that this guy was a secondary mover," said Richard Broughton, an assistant professor at the University of Detroit Mercy School of Law and a former federal prosecutor.

"We haven't really had a case like this," said Karen Greenberg, director of the center on national security at Fordham Law School in New York. "Because of the lethality of this attack, it really is different from other terrorism prosecutions we've seen for a long time."

Since the World Trade Center attack in 2001, most such prosecutions have focused on failed plots, such as shoe bomber Richard Reid, who tried to blow up a plane over the Atlantic in December 2001 and is now serving a life sentence. In 2006 a jury rejected the death penalty for Zacarias Moussaoui, convicted as one of the conspirators behind the September 11, 2001 attacks.

In November, 2012, a federal judge in Massachusetts sentenced Rezwan Ferdaus to 17 years, including a decade of supervised release, after he pleaded guilty to charges stemming from a plot to a plot to fly remote-controlled planes into the U.S. Capitol building and the Pentagon. He was arrested in a sting operation after undercover agents provided him with inert explosives that he told them he planned to use.

Tamerlan Tsarnaev had been on a U.S. government database of potential terrorism suspects and Russia has twice warned the United States that he might be an Islamic militant, according to U.S. security officials.

A congressional hearing after the bombing focused on whether the FBI paid sufficient heed to Moscow, which has been in bitter conflict with Islamic militants in Chechnya and other parts of the volatile northern Caucasus region.

The Tsarnaev brothers' ethnic homeland of Chechnya, a mainly Muslim province that saw centuries of war and repression, no longer threatens to secede from Russia. But it has become a breeding ground for a form of militant Islam whose adherents have spread violence to other parts of Russia, and may have inspired the radicalization of the Boston bombers.

There is huge financial and emotional stress on many parents, which is often also experienced by children; and as One Family has seen at our Child Contact Centres, there is a notable increase in the need for supports for people sharing parenting following domestic violence.?

Ms Kiernan elaborated: ?Given the ongoing debate on abortion you might be forgiven for thinking all children and families are wanted and well supported in Ireland. This is far from the truth. Poverty levels have increased, Budget 2012 hit poor one-parent families very hard, more people are separating due to financial stresses and resources are not getting to some very vulnerable families who need help. Despite the fact that we have delivered even more services with even less income, we now have waiting lists operating on most of our services and we cannot deal with the amount of families that need support to get through their particular crisis.?

One Family?s Strategy 2013-2015 is also being launched tomorrow. The organisation will continue to work to improve the quality of life for one-parent families and to leverage expertise nationally to reach isolated families around Ireland. It has called on government to implement Ten Solutions for Smarter Futures; ten no-cost or low-cost measures designed to facilitate lone parents to transition into the workplace or education which were developed in response to the harsh cuts aimed at lone parents in Budget 2012. Stuart Duffin, Director of Policy & Programmes, explained: ?Ten Solutions is a proactive message to government detailing ten no-nonsense actions which could facilitate lone parents back to work, education and/or training while reflecting their caring responsibilities.?

Maura O?Dea Richards, founding member of One Family (established in 1972 as Cherish), will be welcomed as Keynote Speaker at tomorrow?s launch, and said: ?I never could have imagined that in 2013 I would still be saying this same thing: it is time for an Ireland where every child born is welcomed and where every family type is honoured. I hope that another 40 years does not pass before our Constitution reflects the realities of family life in Ireland.?

Events tomorrow conclude with a celebration as over 150 participants graduate from One Family?s training courses of the past year and will be awarded their Certificates.

Thousands of music fans descend on Glastonbury

LONDON (AP) ? The music hasn't started yet, but the race to find the perfect camping spot has already begun.

Thousands of people hauling tents, sleeping bags and beer are descending onto the Glastonbury Festival campsite in southwest England since the gates swung open Wednesday.

The June 26-30 event, one of the world's largest music festivals, is headlined this year by the Rolling Stones, who are celebrating their 50th year together. Other acts include the Arctic Monkeys, Elvis Costello and Kenny Rogers.

Grammy Award-winning band Mumford & Sons say they will still be closing the festival, just weeks after bassist Ted Dwane underwent brain surgery.

Some 135,000 music fans are due to attend the festival, which is returning after taking a break last summer due to the London Olympics.

A Bit of Strained Groin and a Dash of Trick Knee

Playing sports all my life has made me quite familiar with the multiple flavors of pain a body can experience. Some hurt worse than others! Here is a tasting guide to all the wonderful sensations I?ve been lucky enough to feel, most of which lasted an entire game or longer (some of them much, much longer).

Strained Groin has a spicy yet long-lasting bouquet filled with aromas of Grimacing and Wince. It starts out with a small gremlin perched right above the hip dancing around on needle-tip claws that gently sink into the tendon with every motion. When the muscles are engaged to punt a ball, the gremlin pulls out a white-hot sword and plunges it into the inner thigh, producing a sharp jolt of burning stabbityness. Thankfully, this lasts only for a brief second; unthankfully, it?s replaced by him spinning the sword around like a high-rpm drill bit when foot hits ball. Then he leaves the sword there, still whirling away. The next time punting is required, he grabs another sword (I have no idea where he keeps all of them) and repeats the process. I recommend Strained Groin for those wishing to experience the joys of castration without the permanency.

Exploded ACL (Nonkicking Leg)

This wonderful selection has a deep, harsher taste ?reminiscent of a piston hammering down on an exposed nerve?that ends with a grinding twist, similar to popping a chicken drumstick away from the thigh. Exploded ACL (Nonkicking Leg) is immediately recognizable to observers by its beautifully rich color of Writhing and Clutch, complemented by a brief flash of Scream. The subsequent six months (postsurgery) are a harmonious medley of dull lead-swollen aching, bright nails-on-chalkboard pain spikes, and absolute-zero icicles spearing under the kneecap when too much pressure is applied. I recommend this vintage for those not wanting to walk for an extended period of time.

Exploded ACL (Kicking Leg)

Similar to Exploded ACL (Nonkicking Leg), Exploded ACL (Kicking Leg) starts off with a buckling wrench, much like stepping down on a surface that is no longer there. Warm stiffness immediately envelops the senses; it?s initially misleading due to its remarkable similarity to Strain or Tweak but recognizable by a true connoisseur as the piquant bursts of weakness and instability creep through. Attempting to kick a football is much like swinging your leg through a cloud of marshmallow?much energy is expended, but the resulting punt is generally slow and less than ideal. Exploded ACL (Kicking Leg) is a longer-lasting vintage, potentially anywhere from three to six weeks, depending on willpower and pertinent information shared by doctors, but it eventually gives way to the familiar taste of Exploded ACL (Nonkicking Leg) (postsurgery). I recommend Exploded ACL (Kicking Leg) for the experienced professional only, as too much exposure can lead to deleterious side effects, including Permanent Dragfoot.

Sprained Ankle (Various Types)

Sprained Ankles come in multiple flavors, but they all share the common theme of sick nausea creeping up the leg intermingled with piercing lightning bolts whenever weight is borne on the affected area. This is a more subtle flavor than the previously mentioned injuries, and one that can sneak up on the palate most surprisingly, oftentimes catching the subject quite unaware and

leaving him breathless. Trying to punt with Sprained Ankle is particularly unique when the sprain is located on the kicking foot. The appendage in question tends to flop around like a gasping fish stranded on the deck of a boat, and the ball acts as a gaff hook that dashes its brains into oblivion, leaving it limp and lifeless. A delicate filigree of acid etches its way up the nervous system and slowly settles in, pulsing gently in time with the rhythm of one?s heartbeat. I recommend Sprained Ankle to novices and experts alike, as it never really loses its initial surge of vivacity, no matter how many times you experience it.

This is one of my personal favorites, as it provides the tight, winding constriction of a barbed-wire boa constrictor along with a passive helplessness infused into its entire core. Trying to accomplish even the simplest of tasks can lead to an overwhelming flurry of sensations coursing throughout the entire body?dominant strains of Gasp and Sob overriding the more earthy tones of Gritted Teeth and Indrawn Breath, with Withered Hunch underlying them all. Wrenched Back can be enhanced by the application of an epidural, which feels like a drainpipe being shoved into your spinal cord. This will quickly drown out and numb the other flavors, though, so beware of using it before you?ve experienced the full suite of Wrenched Back. I recommend this one to anyone wondering what utter frailty feels like.

I?ve had the joy of encountering this delightful m?lange of sensations multiple times, and it always delivers a zesty punch. The first taste concentrates all the senses into a tightly packed knot of jagged steel edges trapped halfway along the back of the leg, like a small caltrop buried tightly within the flesh. Any sort of strenuous motion sets the barbs in deeper and deeper, radiating concentric tremors of spastic fire into the surrounding muscle fibers until a dull flame has engulfed the entire backside. Kicking with Pulled Hamstring is breathtakingly invigorating, and I cannot stress the breathtakingly part enough. I urge anyone who wants to feel the physical snapping of a rubber band within his body to try Pulled Hamstring, but set aside several weeks of quality time to recover from the riotous sense explosion.

Trick Knee is perhaps the most intense of the flavors, not due to its initial impact, but because of its sustained presence. It starts out fairly strong?the kneecap slides over to the side while the meniscus folds itself underneath, producing a sudden contraction of the entire body due to the feeling of dislocation welling up. A surge of tight restriction emanates from the locale as tense muscles quiver like overtuned violin strings, and the feeling of shifting the kneecap back in place is very similar to cracking a knuckle (and in fact can produce an audible pop, adding a delightful aural component to the mix). The brief absence of pain gives a delicious juxtaposition to the grinding of bone on bone when the knee is bent and used once again, much like two pumice stones rubbing against each other. Short, shooting stars of stabbing light randomly flash through the joint for days thereafter, giving the overall sensation a long, dry finish. I recommend Trick Knee for anyone searching for ways to entertain children and horrify medical professionals when they test for ACL stability.

These are but a few of the countless items in my personal reserve. Some vintages are longer lasting than others, some are yet to be discovered, but all of them are unique in their devilish complexity. I recommend pairing any of them with large amounts of morphine.

A look at 48 years of the Voting Rights Act

WASHINGTON (AP) ? The voting law that became a major turning point in black Americans' struggle for equal rights and political power is now outdated, the Supreme Court says.

Whether that's a marker of racial progress or proof of backsliding will be hotly debated. But neither side denies that remarkable changes were wrought through the nearly half-century-old Voting Rights Act.

As the issue moves to Congress, a look at the law's history:

15th AMENDMENT

The right to vote, for American men at least, was supposed to be guaranteed when the 15th Amendment was added to the U.S. Constitution after the Civil War.

The amendment says: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude."

Freed slaves began voting and even winning office, but former Confederate states came up with tactics to evade the 15th Amendment.

These literacy tests, poll taxes and other discriminatory laws, as well as intimidation and violence, continued for decades. In 1940, only 3 percent of eligible blacks in the South were registered to vote, according to the American Civil Liberties Union.

Nearly a century after the amendment was ratified in 1870, the civil rights movement forced the nation to acknowledge the injustice.

THE MARCH FROM SELMA

Activists who tried to help blacks register in the South in the 1960s were met with violence. The fatal shooting of a demonstrator by a law officer in Alabama inspired the idea of a march to the state capital on March 7, 1965.

Hundreds of marchers on their way to Montgomery were clubbed and tear-gassed by state troopers at the Edmund Pettus Bridge near Selma. TV news cameras captured what became known as "Bloody Sunday."

Protesters across the country rallied in support of the marchers. The Rev. Martin Luther King Jr. flew to Selma to lead demonstrations. And President Lyndon Johnson seized the momentum to propel the Voting Rights Act through Congress.

He signed it into law on Aug. 6, 1965.

VOTING RIGHTS ACT

The law outlawed racial discrimination against voters in local, state and federal elections.

Some entire states, as well as counties in other states, were subjected to special federal enforcement, based on a formula used to weigh their record on voting rights. They had to get approval in advance before they could make even minor changes to voting laws, such as moving polling places.

The enforcement provisions were originally seen as emergency measures that might be allowed to expire in 1970 if no longer needed.

But lawmakers extended the provisions in 1970, 1975 and 1982. In 2006, Congress voted overwhelmingly to keep them another 25 years.

"We've made progress toward equality, yet the work for a more perfect union is never ending," President George W. Bush said as he signed the legislation.

NEARLY A HALF CENTURY LATER

The Supreme Court's 5-4 decision Tuesday effectively halts enforcement of the Voting Rights Act, unless Congress updates it.

The court said Congress has failed to adjust the law to reflect decades of strides toward racial equality. The United States now has a black president; a black justice sits on the Supreme Court. And 48 years after "Bloody Sunday," Selma is governed by a black mayor, Chief Justice John Roberts noted, writing for the court's conservative majority.

The Supreme Court decision means that a host of state and local laws in covered jurisdictions now can take effect without Justice Department approval. Prominent among those are voter identification laws in Alabama and Mississippi.

The other covered states are Alaska, Arizona, Georgia, Louisiana, South Carolina, Texas and Virginia. Certain counties in California, Florida, New York, North Carolina and South Dakota, and some local jurisdictions in Michigan, are also included.

Enforcement coverage has been triggered by discrimination not only against blacks, but also against American Indians, Asian-Americans, Alaska Natives and Hispanics.

Under the law, jurisdictions can break away from federal oversight if they show a clean record on voting rights for 10 years. Towns in New Hampshire were released in March.

WHAT'S NEXT

President Barack Obama said the Supreme Court decision was a disappointing setback. He called on Congress to act to rectify the situation.

The Republican-led House and Democratic-led Senate find few points of agreement these days, however. And Congress did nothing in response to a 2009 Supreme Court ruling that warned lawmakers that the Voting Rights Act's enforcement formula needed to be updated.

Unless Congress acts, there will be no deterrent to changes that would undermine voting rights, such as redrawing districts to dilute the power of minority voters. Voters can still use lawsuits to challenge such changes.

Justice Ruth Bader Ginsburg, writing in dissent, said throwing out effective enforcement was akin to "throwing away your umbrella in a rainstorm because you are not getting wet."

Prosecutors want to admit calls in Zimmerman trial

SANFORD, Fla. (AP) ? Before the night of Trayvon Martin's fatal shooting, neighborhood watch volunteer George Zimmerman called police close to 50 times over the previous eight years to report such things as slow vehicles, loitering strangers in the neighborhood and open garages.

Now prosecutors want to introduce recordings of those past calls in Zimmerman's trial and planned to try to convince Judge Debra Nelson on Tuesday that the calls he made in the months before the shooting are indicative of his state of mind on the night the unarmed teen was killed.

State attorney John Guy said in his opening statement Monday that Zimmerman thought Martin was one of the "F------ punks" who "always get away" whom he'd observed previously in his neighborhood and called police about.

But late Monday, defense attorneys objected to the introduction of the previous calls during the questioning of a witness. The defense maintains they should not be admissible under the rules of evidence.

The judge said she would address the matter Tuesday and sent the jurors to the hotel where they are being sequestered for the duration of the trial, which could last several weeks.

When Zimmerman initially wasn't charged in the fatal central Florida shooting, Martin's family claimed Zimmerman had racially profiled Martin and police were dragging their feet in bringing charges. Zimmerman, whose mother is Hispanic and whose father is white, has denied the confrontation had anything to do with race.

The prosecution began opening statements in the long-awaited murder trial with shocking language, repeating obscenities Zimmerman uttered while talking to a police dispatcher moments before the deadly confrontation.

The defense opened with a knock-knock joke about the difficulty of picking a jury for a case that stirred nationwide debate over racial profiling, vigilantism and Florida's expansive laws on the use of deadly force.

"Knock. Knock," said defense attorney Don West.

"Who is there?"

"George Zimmerman."

"George Zimmerman who?"

"All right, good. You're on the jury."

Zimmerman, 29, could get life in prison if convicted of second-degree murder for gunning down Martin on Feb. 26, 2012, as the black teenager, wearing a hoodie on a dark, rainy night, walked from a convenience store through the gated townhouse community where he was staying.

Randy McClean, a criminal defense attorney in Florida with no connection to the case, called the prosecution's opening statement "brilliant" in that it described Zimmerman's state of mind. But he described the knock-knock joke as less than stellar.

"If you're defending your client for second-degree murder, you probably shouldn't start your opening with a joke," McClean said.

Guy's first words to the jury recounted the profane words Zimmerman told a dispatcher in a call shortly after spotting Martin: "F------ punks. These a-------. They always get away."

Zimmerman was profiling Martin as he followed him, Guy said. He said Zimmerman viewed the teen "as someone about to a commit a crime in his neighborhood."

"And he acted on it. That's why we're here," the prosecutor said.

Zimmerman didn't have to shoot Martin, Guy said. "He shot him for the worst of all reasons: because he wanted to," he said.

The prosecutor portrayed the then-neighborhood watch captain as a vigilante, saying, "Zimmerman thought it was his right to rid his neighborhood of anyone who did not belong."

West told jurors a different story: Martin sucker-punched Zimmerman and then pounded his head against the concrete sidewalk, and that's when Zimmerman opened fire.

Showing the jury photos of a bloodied and bruised Zimmerman, the defense attorney said, "He had just taken tremendous blows to his face, tremendous blows to his head."

West said the idea that Martin was unarmed is untrue: "Trayvon Martin armed himself with a concrete sidewalk and used it to smash George Zimmerman's head."

The prosecutor, however, disputed elements of Zimmerman's story, including his claim that Martin put his hands over Zimmerman's mouth and reached for the man's gun. Guy said none of Zimmerman's DNA was found on Martin's body, and none of the teenager's DNA was on the weapon or the holster.

But West said that doesn't prove anything, arguing that crime-scene technicians didn't properly protect Martin's hands from contamination.

Two police dispatch phone calls that could prove to be important evidence for both sides were played for the jury by the defense. Martin's mother, Sybrina Fulton, left the courtroom before the second recording, which has the sound of the gunshot that killed Martin.

The first was a call Zimmerman made to a nonemergency police dispatcher, who told him he didn't need to be following Martin.

The second 911 call, from a witness, captures screams in the distant background from the struggle between Zimmerman and Martin. Martin's parents said the screams are from their son, while Zimmerman's father contends they are his son's.

Nelson ruled last weekend that audio experts for the prosecution won't be able to testify that the screams belong to Martin, saying the methods used were unreliable.

Other witnesses who testified Monday included a convenience store clerk and the 911 dispatcher who took Zimmerman's call when he was following Martin, who had gone to the convenience store to buy Skittles and a can of iced tea.

The 911 dispatcher, Sean Noffke, testified that he had advised Zimmerman not to follow Martin.

European court lawyer sides with Google

AMSTERDAM (AP) ? A top lawyer at the European Court of Justice says Google and other search engines should not be responsible when personal information appears on web pages they index, a defeat for the so called "right to be forgotten" privacy principle under debate in Europe.

The court's independent Advocate General, Niilo Jaaskinen, says in a written opinion that websites, not Google, should bear responsibility for information they publish.

The Luxembourg-based court was asked to rule on the point due to a case in Spain, where the national data protection agency had received complaints from individuals who said personal information from years ago could be found.

The Spanish agency ordered Google Spain and Google to remove the information from search results. Google contested that.

The court will rule later this year.
